Local 375, Civil Service Technical Guild
JOSEPH E. COLLINS Memorial Scholarship

INTRODUCTION
During the 1930s, the mayor often terminated City engineers and architects from their jobs without cause. Without a union to protect their jobs, they organized themselves and founded the Technical Guild in 1937. Their mission statement served as the guide to their course of action.  The mission statement was so written was:
“The economic betterment of civil service technical employees; to prevent the awarding of the work to private concerns; to aid, strengthen, and prevent violations of Civil Service laws; to support and advocate all laws tending to raise the standards of Civil Service generally.”

Today, even with a union, the mission statement remains the same, and so does the struggle that goes with it.  We are lucky that our predecessors left a blueprint to build for the future.

What better way to build the future than to educate the young?  In 1997, the Technical Guild began to award scholarships to its members’ children in honor of Joseph E. Collins.  Mr. Collins was an outstanding labor advocate, a teacher, and the fourth president of this great union.  Local 375 will be awarding many scholarships to our members’ children who are graduating from high school and entering college this year.
The designated amount the qualified applicants will receive will be announced at a later date.

QUALIFICATIONS
- Parent or Legal Guardian must be an active Local 375 member
- Applicant must be graduating from High School in June and planning to enter college or university in the fall.

FILING INFORMATION
Pages 1 of 4 and 2 of 4 must be completed by the student; pages 3 of 4 and 4 of 4 must be completed by the principal or college guidance counselor at the student’s high school.
